The California Water and Land Use Partnership (CA WALUP) is an informal partnership among state and federal agencies and non profits that have a strong interest in improving water quality in the state of California. The mission of CA WaLUP is to improve water quality and supply and conserve natural resources through the protection of watershed integrity. We seek to accomplish this mission by providing technical information and practical tools to support informed land use decision-making at the local level. We support a balanced approach of protecting natural resources while at the same time accommodating growth. To this end, our program addresses land use issues and promotes the use of integrated land use planning, community design, and site design strategies that serve to prevent or reduce the impacts of development on water resources. We also seek to advance dialogue regarding the alignment of water quality management, watershed protection, and land use planning goals.

Key Partners include: California Coastal Commission, California Environmental Protection Agency (OEHHA, SWRCB), Local Government Commission, National Oceanic and Atmospheric Administration, UC Davis Extension - Center for Water and Land Use, Los Angeles and San Gabriel Rivers Watershed Council, California Ocean Protection Council, University of Southern California Sea Grant Program, Southern California Coastal Water Research Project, CSUSB Water Resources Institute, California Sea Grant Program, US EPA Region 9 and others.

CA WALUP is a member of the National NEMO Network. NEMO is an educational program for land use decision makers addressing the relationship between land use and water resource protection.

Review Critical Coastal Areas White Paper:

Background:

This paper is part of a larger CCA program that we hope will enable local government to develop action plans for the target watersheds in order to protect and restore beneficial uses.  The main goal of this particular product is to identify obstacles that local government face in trying to implement projects that will improve beneficial uses, and then offer suggestions for how to overcome those obstacles. 

Answers to these questions would help us in editing this piece are:

  1. Did we miss any major themes/obstacles?
  2. Do you have examples of successes or failures that would be helpful to include and strengthen our points?
  3. Is this paper adequately targeting our stated audience?
  4. Do you see a wider audience that would benefit from the contents?
  5. We plan to write a second part to this paper which focuses on issues specific to the three pilot watersheds.  Do you have suggestions that would be appropriate for that piece?
